Some of my pictures are not uploading

I found that in the process of uploading pictures to my website that the file name had the # sign in it and it caused it not to upload and what you would see is a picture of a blue question mark.

To resolve my issue I had to rename pictures that I was uploading without the # sign.

Do you know if this applies to other symbols than just the # sign?

I can’t seem to be able to upload any photos on any page. When I click on the Pictures tab when I want to edit a post, nothing pops up that enables me to upload a picture. The tabs to browse and upload pictures popped up once when I tried to add a picture under a press release, but it usually isn’t there when I try to add pictures under other stories.
